Atlas formally re-confirmed dispatch after S49. S49 halted at 252s — anchor +10.00 bps, 100% prevalence, cap-locked. All 3 episode slots consumed by anchor saturation + drift guard condition C. Truth layer held, no phantom fills, no correctness failures. The halt was purely structural — failure budget consumed by a market condition, not a safety condition.
